Prepare an Omnibus Asset Management Plan

For Integrated Catchments & Land Management, Haumanu Tū Ora and Biodiversity & Biosecurity

Xyst were asked to deliver a consolidated or omnibus Asset Management Plan (AMP) for the Gisborne District Council, combining the activities of the Integrated Catchments & Land Management, Haumanu Tū Ora, and Biodiversity & Biosecurity units into a single, cohesive document.

The approach included structured engagement with Council staff, a comprehensive review of existing documentation and policies, and a phased methodology that ensured alignment with Council’s strategic objectives and statutory requirements.

The new plan is not only technically robust but also practical, user-friendly, and aligned with Council’s operational realities and future planning needs. A focus on meaning, not word count. We will ensure the AMP integrates into the organisational suite of asset management plans. Maintaining a living document that evolves with community needs and legislative changes. The plan development process was an opportunity to improve asset planning and management capability internally.
